“What will represent the biggest challenge for the new government is the big state administration and its composition which has been completely loyal to DPS for decades, and obstructions that can slow down reforms are to be expected. This is especially important when it comes to institutions that lead key economic processes in the country, as well as those that are expected to have more concrete results in the fight against corruption and organized crime, as one of the priority areas for successful continuation of the EU integration.”

According to him, Montenegro has a serious problem with system corruption, “which means that it is deeply rooted into Montenegrin state institutions, many of which have worked solely in service of such behaviour for many years.”

Milovac assessed that the change of government is just the beginning of the democratic maturing of Montenegrin society, and that one should not be deceived that all the problems that have accumulated in the last 30 years were solved on August 30.
